Overview
California Health & Safety Code §43002 exempts vehicles with no tailpipe emissions from biennial smog inspections. This covers all battery-electric vehicles (BEVs), not plug-in hybrids (PHEVs are NOT exempt — they have gasoline engines).

Are electric cars exempt from California smog check?

Is a plug-in hybrid (PHEV) exempt?
No. Plug-in hybrids have a gasoline engine and need a smog inspection every 2 years just like a regular gasoline car.
