California requires new residents to register out-of-state vehicles within 20 days. The process involves smog + VIN verification + brake/light inspection + DMV paperwork. Here's exactly what to do, step by step.
Quick read: California requires you to register your out-of-state vehicle within 20 days of becoming a California resident. The process requires a smog inspection, VIN verification, and DMV title transfer. Total time at a one-stop shop like ours: 45 minutes to 2 hours.
The 20-day clock
You become a California resident the day you take any of these actions:
- Get a California driver's license
- Register to vote in California
- Take a job in California (above casual/temporary)
- Enroll children in California schools
- Rent or buy a primary residence in California
From that day, you have 20 days to register any vehicle you're keeping. Penalties for late registration include fix-it tickets, late fees, and possible vehicle impoundment.
The exact process
Five required steps, in order:
1. Get REG 343 form
This is the "Application for Title or Registration" form. Get it from the DMV (online at dmv.ca.gov or in-person at any office). Fill in the vehicle and owner sections — bring it to the smog shop blank or partially filled.
2. Smog inspection (our shops do this)
All out-of-state vehicles must pass a California smog inspection. California's standards are slightly stricter than federal:
- Most modern vehicles (2000+) pass without issues
- Pre-2000 vehicles sold in non-CARB states (e.g., Texas, Florida, Idaho) sometimes fail California's stricter test
- Diesel pickups with deleted emissions equipment WILL fail — restoration required first (see our diesel emissions article)
Cost: $55-$85 plus $8.25 state fee. Time: 15-25 minutes.
3. VIN verification (our shops do this)
A California-authorized VIN verifier (which all our shops are) confirms the VIN on the vehicle matches the title and registration. They fill in a portion of the REG 343 form.
Cost: $15-$30 depending on vehicle complexity. Time: ~15 minutes.
4. Brake & light inspection (if required)
Most passenger vehicles don't need this — but commercial vehicles, RVs, and some heavier light trucks do. We'll confirm if your vehicle requires it during the VIN verification step.
Cost: $50-$70. Time: 15-20 minutes.
5. DMV title transfer + registration
After steps 1-4, you take the completed REG 343 form, smog certificate, and VIN verification to a DMV office (appointment required for fastest service). DMV transfers the title from your previous state and issues California plates + registration.
Cost: registration fees + Use Tax (typically 7.25-10.25% of vehicle value depending on county) + title fee + smog cert fee. The Use Tax is the big one — for a $30,000 vehicle, it's $2,175-$3,075.
Common pitfalls
Three common issues for new California residents:
- Forgetting Use Tax — Many new residents don't realize there's a one-time Use Tax on vehicles. Budget for it.
- Out-of-state plates while waiting — You can legally drive with out-of-state plates during the 20-day window. After that, you risk tickets.
- Vehicles unable to pass smog — If your car can't meet California standards, you may need to either repair it to compliance or sell it out-of-state.
Vehicles that don't need this process
- Pre-1976 vehicles — Skip the smog step entirely; just title transfer + VIN verification
- Motorcycles — Skip the smog step; just title transfer + VIN verification
- BEVs (Tesla, Rivian, etc.) — Skip the smog step; just title transfer + VIN verification
