Out-of-State Vehicle Smog Check for California Registration
If you're registering an out-of-state vehicle in California, you need a smog inspection PLUS a VIN verification PLUS a brake/light inspection (depending on weight). Total time: ~45 min to 2 hours at our shops. The smog test must pass California-specific emissions standards (slightly stricter than federal).
Overview
Moving to California with a car? You'll need to register it within 20 days. The process requires: (1) Out-of-state vehicle smog inspection, (2) VIN verification, (3) brake/light inspection for heavier vehicles, (4) DMV registration application with title transfer.
Key facts
- ✓ Required: Any out-of-state gasoline, diesel, or PHEV (BEVs exempt)
- ✓ What we do at our shop: Smog inspection + VIN verification + brake/light inspection (test+repair locations)
- ✓ What you bring: Out-of-state title, registration, your driver's license, proof of insurance, REG 343 form (DMV-issued)
- ✓ If it fails: California has stricter emissions than most states. We can recommend repairs to bring it into compliance — we have STAR-certified repair locations.
- ⚠ Watch out: 49-state vs California spec cars — some pre-2000 cars sold in non-CARB states fail California's stricter standards. If your car was sold new in CA, it should pass.
- ⚠ Diesel pickups deleted in another state: Will fail California smog. Restore OEM emissions before bringing.
Common questions
I just moved to California — what do I need to register my car?
You have 20 days. You'll need: smog inspection (at our shop), VIN verification (also at our shop), out-of-state title, registration, insurance, REG 343 form from DMV. We can do most of this in one visit.
Will my out-of-state car pass California smog?
Most modern cars (2000+) sold anywhere in the US should pass. Older vehicles (pre-2000) sold in non-CARB states sometimes fail California's stricter emissions standards. Diesel pickups that have been 'deleted' will fail.
How long does the whole process take?
At our shop: smog + VIN + brake/light in 45 min to 2 hours depending on what's needed. DMV step is separate and depends on appointment availability.
