Tesla, Rivian, and EVs — Why Your Electric Vehicle is Exempt from California Smog

All 100% battery-electric vehicles in California are exempt from biennial smog inspection. Tesla, Rivian, Lucid, Ford Lightning, and all other BEVs skip the smog check entirely. Plug-in hybrids are NOT exempt. Here's the full breakdown.

Quick read: If your vehicle is a 100% battery-electric vehicle (no gasoline engine), California exempts you from smog inspection. This applies to all Tesla models, Rivian, Lucid, Ford Lightning + Mach-E, Nissan Leaf, Chevy Bolt, Hyundai Ioniq 5/6, Kia EV6/EV9, and similar. Plug-in hybrids (PHEVs) and regular hybrids still need biennial smog.

The legal basis

California Health & Safety Code §43002 exempts vehicles with no tailpipe emissions from biennial smog testing. The DMV automatically marks BEVs (battery electric vehicles) as exempt when the VIN is registered as a BEV. You don't need to do anything special — the exemption is built into your registration.

Which vehicles qualify

100% electric vehicles only. Here's the breakdown by brand:

  • Tesla: Model S, Model 3, Model Y, Model X, Cybertruck, Roadster — all exempt
  • Rivian: R1T, R1S — exempt
  • Lucid: Air, Gravity — exempt
  • Ford: Mustang Mach-E, F-150 Lightning, E-Transit — exempt
  • Chevy/GMC: Bolt, Equinox EV, Silverado EV, Blazer EV, Hummer EV — exempt
  • Hyundai/Kia: Ioniq 5/6, EV6, EV9, Niro EV — exempt
  • Nissan: Leaf, Ariya — exempt
  • BMW: i3, i4, i5, i7, iX — exempt
  • Mercedes: EQS, EQE, EQB, EQS SUV, EQE SUV — exempt
  • Audi: e-tron, Q4 e-tron, Q6 e-tron, Q8 e-tron — exempt
  • Volvo: EX30, EX90 — exempt
  • Polestar: All models — exempt
  • VW: ID.4 — exempt
  • Honda: Prologue — exempt

What's NOT exempt

This is where customers get confused. These vehicles still need smog inspection:

  • Plug-in hybrids (PHEVs) — Toyota Prius Prime, RAV4 Prime, Ford Escape PHEV, Wrangler 4xe, Grand Cherokee 4xe, Chrysler Pacifica Hybrid, BMW 330e/530e, Mercedes GLE/S-class PHEV. These have gasoline engines and ARE inspected.
  • Regular hybrids (HEVs) — Toyota Prius, Camry Hybrid, Highlander Hybrid, Honda Accord Hybrid, CR-V Hybrid, Insight, Ford Maverick/Explorer Hybrid. These have gasoline engines and ARE inspected.

If the DMV asks for smog on your EV

Occasionally the DMV computer hasn't updated your BEV exempt status — usually for vehicles purchased used or out-of-state. If you receive a smog requirement notice on a BEV:

  1. Bring your registration + title (showing BEV designation) to any of our shops
  2. We verify with BAR + DMV in minutes
  3. DMV clears the requirement at no cost to you

This service is free for our network customers, regardless of whether you've used us before. We make sure no EV owner pays for a smog test they don't need.

For new California residents with EVs

If you're moving to California with a Tesla, Rivian, or other BEV, you don't need smog — but you DO need:

  • VIN verification (any of our locations can do this)
  • DMV title transfer + registration
  • California license + plates
